Cross-Border Crew Deployments: The Install Is the Easy Half
What actually goes into putting a fibre crew on site in another country — and why the paperwork matters more than the splicing.

We recently wrapped a fibre crew deployment to Germany. The splicing, testing and reinstatement went exactly as planned — which is another way of saying the install was the easy half. Fibre work is fibre work whichever side of a border you stand on. What decides whether a cross-border job runs clean or bleeds money is everything that happens before anyone opens a splice tray.
Here is the preparation playbook we ran, in the order that matters. It is boring. That is the point.
Right-to-work before flights
Since Brexit, a UK passport gets an engineer into Germany as a visitor, not as a worker. Turning up on a visitor stamp and doing paid installation work is illegal employment, and the consequences land on everyone in the chain — contractor and client alike. So the first task on any cross-border programme is establishing, name by name, what each engineer needs to work legally in that specific country. Not Europe generally. That country.
For our German deployment that meant work authorisation confirmed for every crew member, A1 certificates covering social security, and posted-worker notification filed before day one. None of it is difficult. All of it takes weeks rather than days, which is why it starts before anything else does.
No flights get booked until every name on the crew list can legally work on site.
Travel and lodging before tools
The second rule sounds trivial and is not: sort where the crew sleeps before you pack the van. Lodging within a short drive of site, booked for the full programme, with per diems agreed in writing. Get the order wrong and you discover mid-job that the only available rooms are an hour away — and now every working day starts and ends with a commute the programme never priced.
Vehicles need the same treatment. Insurance valid for the destination country, breakdown cover that works abroad, tolls and emissions zones understood before the first drive rather than at the first fine.
Kit that clears customs
Tools crossing a border are temporary exports, and customs treats them that way. A van full of fusion splicers and OTDRs is exactly the kind of load that gets stopped, and a held OTDR is a crew standing still at full day rate.
The fix is paperwork done properly: an ATA carnet listing every serial number, van contents that match the list exactly, calibration certificates travelling with the kit, and consumables declared correctly rather than buried under a blanket. Boring? Completely. Cheaper than a week of idle engineers? Also completely.
Briefing before day one
The crew should land already knowing the site rules, the client contacts, the escalation route and which standards apply. German sites work to DIN norms, and the differences from British practice are small enough to miss and large enough to fail an inspection. Language matters too: agree in advance who on the crew handles permits and sign-offs in German, or who on the client side handles them in English.
Day one should be inductions and productive work. If day one is discovery, the preparation failed.
The pre-departure checklist
Condensed, this is the gate every deployment passes before anyone travels:
- Work authorisation confirmed per engineer, per country
- A1 certificates and posted-worker notifications filed
- Lodging booked near site for the full programme
- Vehicles insured and legal for the destination
- Carnet drafted, serials matched, calibration certs packed
- Site briefing delivered and acknowledged before travel
